SUSULAN Perintah Kawalan Pergerakan (PKP) Bersyarat dan PKP Pemulihan masih dilaksanakan, Kementerian Pengangkutan Malaysia (MOT) mengambil keputusan melanjutkan pengecualian bagi tujuan perbaharui Lesen Memandu (LM) dan Lesen Kenderaan Motor (LKM) Persendirian yang akan berkuatkuasa mulai 1 April hingga 31 Mei 2021.
Namun, para pemandu hendaklah memastikan kenderaan mereka memiliki perlindungan insurans yang sah dan menunjukkan salinan sijil perlindungan (e-cover note insurans) mereka kepada anggota penguatkuasa trafik sekiranya diminta.
Perincian berhubung pengecualian ini adalah seperti berikut;
(1) Individu yang LM dan LKM mereka telah tamat tempoh antara tarikh 1 Februari sehingga 31 Mac 2021 hendaklah memperbaharui LM dan LKM masing-masing dalam tempoh 60 hari bermula 1 April sehingga 31 Mei 2021;
(2) Individu yang LM dan LKM mereka tamat tempoh pada mana-mana tarikh antara 1 April sehingga 31 Mei 2021 hendaklah memperbaharui LM dan LKM masing-masing dalam tempoh 60 hari bermula 1 Jun sehingga 31 Julai 2021.
Jika LM atau LKM yang tamat tempoh bagi Pengecualian Pertama (1 Februari hingga 31 Mac 2021) hendaklah memperbaharui LM dan LKM masing-masing dalam tempoh 60 hari seperti yang dinyatakan, iaitu bermula 1 April sehingga 31 Mei 2021. Sekiranya gagal melakukannya, ia akan menjadi satu kesalahan dan tindakan yang berkaitan boleh dikenakan.
Sebagaimana objektif pengecualian ini diperkenalkan pada peringkat awal pada Mac 2020 lalu, ianya bertujuan mengelakkan kesesakan di tempat awam serta memastikan usaha kerajaan memutuskan rantaian jangkitan wabak COVID-19 dapat berjalan dengan baik. Justeru itu, tempoh sehingga 60 hari diberikan agar orang ramai mempunyai lebih banyak masa dan ruang serta kelonggaran sebagaimana yang diperlukan.
Adalah dimaklumkan bahawa Pengecualian ini tidak diberikan kepada pemilik Kenderaan Perdagangan dan pemegang Lesen Vokasional (GDL dan PSV) kerana perkhidmatan pembaharuan yang berkaitan mereka dibenarkan di bawah Jadual Perkhidmatan Perlu (Essential Services) merujuk kepada Jadual Peraturan 3, Peraturan-peraturan Pencegahan Penyakit Berjangkit (Langkah-langkah Di Dalam Kawasan Tempatan Jangkitan) (Kawalan Pergerakan) 2021. Pembaharuan untuk perkhidmatan ini boleh dilakukan di semua kaunter atau pejabat JPJ, APAD, LPKP Sabah dan LPKP Sarawak di sepanjang tempoh PKP.
Semua pusat pemeriksaan kenderaan PUSPAKOM juga adalah beroperasi bagi tujuan menyediakan perkhidmatan berkaitan pembaharuan ini. Orang ramai dinasihatkan supaya sentiasa menjadi pemandu berhemah dan mematuhi segala SOP yang ditetapkan MKN sepanjang tempoh pelaksanaan PKP.

Exemption On Licensing Renewal For Competent Driving Licences And Private Motor Vehicles From 1 April To 31 May 2021
Taking into consideration that the Movement Control Order (MCO) and Movement Control Order Recovery (MCOR) are still being enforced by the Government, the Ministry of Transport Malaysia (MOT) has decided to extend the exemption for the purpose of renewing Malaysian Driving License (LMM) and Motor Vehicle License (LKM) involving vehicles other than commercial vehicles, effective from 1 April to 31 May 2021.
All drivers must ensure that their motor vehicles, that have been or going to be used on the road through out the relevant period, possess valid motor vehicles insurance coverage starting from the original expiry date of the LKM, and must have with them their insurance e-cover notes, either to display on their vehicles or present a copy of the document to enforcement personnel upon request.
Following are the key details regarding this exemption:
– Individuals whose LMM or LKM expire between 1 February and 31 March 2021, must renew their respective licences within 60 days from 1 April to 31 May 2021.
• Individuals whose LMM or LKM expire between 1 April and 31 May 2021, must renew their respective licences within 60 days from 1 June to 31 July 2021.
Failure to renew in the stipulated period will result in penalty.
Similar to the exemption given previously in March 2020, this exemption is aimed at reducing crowding at public places and ensuring that the Government’s effort in breaking the infection chains of Covid-19 can be achieved. Therefore, a period of 60 days will be given to the public after the respective exemption period to complete their renewal process.
The exemption does not apply to owners of commercial vehicles’ LKM and holders of Vocational Licenses (PSV/GDL) as their related renewal services were permitted to be provided under the Schedule of Essential Services of the Prevention and Control of Infectious Diseases (Measures Within Infected Local Areas) (Movement Control) Regulations 2021. Renewal for these services can be done at all JPJ, APAD, Sabah CVLB and Sarawak CVLB offices throughout the MCO period. All PUSPAKOM inspection centres are also open to cater for the relevant services.
During the MCO, we continue to advise the public to stay safe on the roads by driving responsibly and complying with all travel SOPs as announced by the MKN.
