Kelantan optimistic OACP best mechanism to control corruption

KOTA BHARU – The Kelantan state government is optimistic that the Organisational Anti-Corruption Plan (OACP) involving 23 state departments will be the best mechanism to assess and control the culture of integrity at various lower organisational levels.

Menteri Besar Datuk Ahmad Yakob said the OACP, which aims at empowering the integrity agenda that includes 11 Land and Colony Offices and 12 local authorities, is expected to be completed by the end of this year.

He said this anti-corruption strategic plan would also improve the governance of organisations under the state government in line with the National Anti-Corruption Plan (NACP) which stresses that each organisation must have its own anti-corruption plan.

“Everything that is implemented is to deal with the problems of governance, integrity and as a benchmark for the commitment of an organisation in fighting corruption based on excellent governance,” he said.

Ahmad Yakob’s speech text was read by Deputy State Secretary (Management) Datuk Tuan Zainal Abidin Tuan Yusuf in conjunction with the state-level Integrity Day Celebration 2022 in Kota Darul Naim, here today.

He said the State Secretary’s Office and the departments under the state government administration will participate in the Integrity, Governance and Anti-corruption Awards (AIGA) that aims at giving recognition to the public and private organisations for their commitment to cultivating and practising integrity, best governance and anti-corruption initiatives.

“Laws relating to Corporate Liability and Section 17A of the Malaysian Anti-Corruption Commission (MACC) Act 2009 have been gazetted and enforced from 1 June 2020, so state government agencies and subsidiaries are not exempted from enforcement.

“Thus, the involvement of subsidiaries under the state government such as the Kelantan State Economic Development Corporation (PKINK) and the Kelantan State Chief Minister Corporation (PMBK) in the procedure course covering Section 17A together with the Malaysian Institute of Integrity can help improve understanding and empower the function of governance,” he said. – Bernama
