Peruntukan untuk Sarawak perlu telus, dipantau

DIGAMBARKAN sebagai belanjawan pengembangan, Tengku Zafrul pada hari Jumaat lalu membentangkan belanjawan terbesar dalam sejarah bernilai RM322.5 bilion, dengan RM236.5 bilion untuk perbelanjaan operasi, RM69 bilion untuk perbelanjaan pembangunan dan RM17 bilion di bawah Dana Gabungan COVID-19.

Sabah dan Sarawak masing-masing akan menerima perbelanjaan pembangunan RM5.1 bilion dan RM4.5 bilion di bawah Belanjawan 2021, peruntukan yang tidak jauh berbeza dengan yang diberikan kepada kedua-dua negeri tahun ini.

Menteri Kewangan Datuk Seri Tengku Zafrul Abdul Aziz mengatakan dana itu akan digunakan untuk menaik taraf infrastruktur jalan raya, air dan elektrik, serta perkhidmatan penting seperti penjagaan kesihatan dan pendidikan.

Untuk memperkasakan program pembangunan masyarakat di dua negeri di Borneo, Tengku Zafrul berkata, RM41 juta diperuntukkan untuk program Hak Adat Anak Negeri di Sabah dan Sarawak. Untuk meningkatkan aksesibilitas rakyat, Tengku Zafrul berkata, RM15 bilion diperuntukkan untuk membiayai infrastruktur pengangkutan di seluruh negara termasuk Lebuhraya Pan Borneo.

Berdasarkan tiga objektif utama, iaitu kesejahteraan rakyat, kelangsungan perniagaan dan ketahanan ekonomi dengan mengambil kira wabak COVID-19 semasa dan kesannya terhadap rakyat dan negara.

PAS Sarawak berharap peruntukan RM4.5 bilion di bawah Belanjawan 2021 untuk Sarawak, khususnya, dapat digunakan sepenuhnya untuk kesejahteraan rakyat, terutama penduduk luar bandar yang masih ketinggalan dalam proses pembangunan.

Kerajaan Sarawak juga mempunyai peruntukan dalam negeri dan perlu diselaraskan dengan peruntukan dana dari Kerajaan Persekutuan akan dapat mempercepat proses pembangunan yang mengalami kebuntuan selama bertahun-tahun. Dengan adanya peruntukan untuk menaik taraf infrastruktur jalan, air, dan elektrik, serta perkhidmatan penting seperti penjagaan kesihatan dan pendidikan, maka rakyat Sarawak pasti akan mendapat manfaat. Memperuntukkan perbelanjaan besar harus telus dan dipantau agar tidak disalahgunakan untuk tujuan lain.

Keseluruhan Belanjawan 2021, tujuannya adalah untuk meringankan beban rakyat, meningkatkan ekonomi negara, ia adalah belanjawan terbesar dalam sejarah dari segi nilainya. Semoga Belanjawan 2021 ini bermanfaat bagi semua tanpa mengira bangsa, agama, dan fahaman politik.

The allocation of the 2021 Budget for Sarawak needs to be transparent and monitored

Described as an expansion budget, Tengku Zafrul on Friday presented the largest budget in history worth RM322.5 billion, with RM236.5 billion for operating expenses, RM69 billion for development expenditure, and RM17 billion under the COVID-19 Combined Fund.

Sabah and Sarawak will receive development expenditure of RM5.1 billion and RM4.5 billion respectively under the 2021 Budget, allocations that are not much different from those given to the two states this year.

Finance Minister Datuk Seri Tengku Zafrul Abdul Aziz said the funds would be used to upgrade the road, water, and electricity infrastructure, as well as important services such as healthcare and education.

To strengthen community development programs in two states in Borneo, Tengku Zafrul said RM41 million was allocated for Native Customs Rights programs in Sabah and Sarawak. To increase the accessibility of the people, Tengku Zafrul said, RM15 billion is allocated to finance transport infrastructure throughout the country including the Pan Borneo Highway.

Based on the three main objectives, namely the well-being of the people, business continuity, and economic resilience taking into account the current COVID-19 epidemic and its impact on the people and the country.

PAS Sarawak hopes that the allocation of RM4.5 billion under the 2021 Budget for Sarawak, in particular, can be fully utilized for the well-being of the people, especially the rural population who are still lagging behind in the development process.

The Sarawak government also has a domestic allocation and needs to be coordinated with the allocation of funds from the Federal government will be able to accelerate the development process which has been stagnant for many years. With the provision to upgrade the road, water, and electricity infrastructure, as well as important services such as health care and education, the people of Sarawak will definitely benefit. Allocating large expenditures should be transparent and monitored so as not to be misused for other purposes.

The entire 2021 Budget, the purpose is to ease the burden of the people, improve the country’s economy, it is the largest budget in history in terms of its value. Hopefully, the 2021 budget is beneficial for all, regardless of race, religion, and political affiliation.
